An analogy is a car. A mechanical car key of a vehicle over 20 years old could be considered a simple device. Though a modern car, with its electronic systems it could be considered complicated. Importantly, the relationship between cause and effect is understandable. For example, the car slows when the brake pedal is pressed. Braking does not cause the radio to operate or the windows to open. Where the cause-and-effect relationship cannot always be predicted, and the system is constantly changing, it can be defined as a “complex.” The movement of traffic on a freeway can be considered complex, where even small changes in speed at the head of a line of traffic can have a significant impact further behind. It is not possible to fully understand or predict behavior, even if you are able to see the complete system as a whole. How often have you been stuck in traffic without an apparent cause, for the holdup to then suddenly disappear?

Complexity, a Framework for Decision Making

David Snowden in the late 1990s built on the concept of complexity and developed a framework as a way of understanding the world based on different viewpoints [31]. He termed it the Cynefin framework, Cynefin being the Welsh word for habitat. The framework forms a basis for how decisions can be made, contingent on the specific scenario in question.

In his framework, the ordered world—described on the right-hand side of Figure 6.1, is split into either the Clear or Complicated. In the former domain, the link between cause and effect is very easy to understand and obvious. While for a complicated system the relationship still holds, but needs expertise, or testing to fully understand.

The left-hand side includes domains where the world is less ordered. It is split into either a domain described as Complex, where the relationship between cause and effect doesn’t always hold, or changes, and finally a region that describes a Chaotic world.
